经济危机,移民额度的大幅度收紧,反亚论鼻祖PAULINE HANSON的卷土重来,2008-2009的中国留学生是我见过的最辛苦的一批了。

笔者来澳洲多年,看到很多留学生移民等等,他们的心理挣扎,我都亲眼见证;他们的转辗反侧,我也曾亲身经历。但是,这次的浪潮将是巨大的,也许是空前绝后的,现在,我先抛砖引玉地说说这次大恐慌。

二战后,最大冲击的经济危机摆在了我们面前。澳洲,这个最后踏入经济衰退的国家,面对经济危机,他们首先想到的解决方法就是减少移民额度。因噎废食,削足适履,这是他们一贯的毛病。 

没有移民,就没有澳洲;没有移民,就没有澳洲的繁荣。一些人觉得,在悉尼乃至澳洲,亚洲人太多了,中国人太多了。他们这些自私的人,在繁荣的时候,他们会很礼让地让你在他们的碗里吃点食,等到他们没有饭吃的时候,他们就会把你轰走。这就是这些人的理论,这就是他们的概念。我一直是和这样的人做斗争的,因为,我看到了移民的伟大。这些人不仅仅是澳洲的白人,千万不要这么简单幼稚地划分,这个群体里,有华人的影子。一些人觉得自己移民了,然后归化入籍了,就希望少一些人进入澳洲,让澳洲继续成为一个悬于海外的一个孤岛,而他们成为可以独自分享资源的岛民。好了伤疤忘了痛,忘本,就是他们的痼疾。

请不要和他们说,这里也是欧洲人和英国人抢来的。人家把中国圆明园的兽首抢来了,把圆明园点了,然后明火执仗地在拍卖偷来的东西。和这些无耻的人,不要讲道理,秀才遇见兵,有理说不清。我们可以做什么?

游说,示威,抗议,让他们看看中国留学生的力量。当然,我们需要等新一轮的移民政策出台之后,再开始进一步的行动。

另外,请大家不要把移民部的风格看成是澳洲人的风格。衙役都是一样的,无论中外。

我对移民部是没有什么好感的,那里的人心灵好像是一个肮脏的裤裆,终日不见天日的黑暗。总是拿你当非法移民看待,他们的口号是PEOPLE IS OUR BUSINESS,没错,他们的生意就是经营人口,从这些人口上挣钱;想让他们吐钱出来,真的很难。

留学生面对的困境:

拖字决:永久居留的申请一拖再拖,每一个移民申请者都交了巨额的申请费,人手不够可以雇人,如果申请移民的人多,正好解决失业率高企不下的问题。为什么移民部一拖再拖?为什么?明摆着就是不欢迎你们,如果欢迎的话,红地毯的预备。

据说移民部在精简机构,面对潮水般的申请,他们怎么可以精简机构?正是大量雇佣精英去审理堆积如山的案子,这个时候,他们反而精简了。我不得不怀疑澳洲政府的内部考量,他们要做什么?这绝对是一个问号????

示威抗议,

如果昆士兰的PAULLINE HANSON在三月21号的省大选中获胜,全国的反种族歧视主义者就会再次组成一个联盟。在悉尼,更多的华人将组织起来,反抗这样的违背澳洲价值的人和事。因为,PAULINE HANSON并不孤单,在悉尼,她有很多拥护者,君不见那MANLY海滩的傻逼示威,其实,这就是PAULINE HANSON在悉尼的回音。

先简单地说说这个女人----PAULINE HANSON:她在1993年抛出了反亚论,说澳洲要被亚洲人淹没了,说澳洲本来是白人的土地,她就是看不惯亚洲人在澳洲的出现,而针对那些寻求庇护者们,她的政策是给他们水,给他们食物,让他们离开澳洲,爱死不死。后者的言论甚至在华人圈子里也激起了回音,可笑的是,那时候的华人,很多都是sixty four留下的。当我听到这样的声音的时候,我和他们说,你不也是这样过来的吗?如果当初有人这样说,你们根本没有机会留在澳洲;如果说考量英文,你们这些人的英文水平全部值得推敲。

澳洲需要人,不可以你拿到了澳洲的身份,就不让别人来。澳洲讲的是FAIR GO,公平,至少是理论上的公平。这是我们热爱的澳洲,这个你我他一直在穷其一生而为之奋斗的国家。没有澳洲的价值,我们何必移民澳洲呢?为了澳洲的价值,民主,自由,平等,我们今后的战场还是非常辽阔的!民主,自由,平等,从来都不是免费的!

再说说这次昆省的大选,已经有一些大党表示,不愿意和PAULINE HANSON蛇鼠一窝了,不会触摸PAULINE HANSON的选票。因为,当初工党和自由党都哈着PAULINE HANSON的一个国家党,想从她的手里拿到选票。这次,一些大党已经提出了,拒绝合作了。但是,如果PAULINE HANSON这次真的赢得很多选票,我不敢保证那些大党的承诺会对线,因为,澳洲的政治就是选票政治,理性和精英思维,有时候在民主社会很容易被弱视。

我们如何抗议?怎么抗议?

首先,我们要唤起广大的澳洲公民的同情。毕竟,中国的留学生现在还是中国公民,而且超级爱中国的那种。想爱着中国,又想移民澳洲,这确实有点人在曹营,心在汉。这样,对澳洲人民也不公平。我为什么一直说我是澳洲人,只有澳洲人才可以参与澳洲的政治。中国人是不可以,不允许,不可能,不应该参与澳洲的政治。(移民法的更改,就是政治的一部分)

如果我们入了澳洲国籍的人,把自己定位为中国人,这样会让那些澳洲政坛的垃圾找到我们的软肋,然后疯狂反扑。大家没有看到去年堪培拉红旗覆盖堪培拉之后,澳洲人多多少少都会有一些微词。

凡是入籍的,都应该做一个澳洲人,参与澳洲的政治,这样我们华人社区才有机会,这个国家才有我们立足之地。否则,我们将会隔岸观火地看着中国的繁荣或者是衰退,而自己又失去了澳洲这片热土,成为那个邯郸学步的可怜虫。

只有澳洲公民才可以参与澳洲政治,只有澳洲公民写信给澳洲政府,他们才会听。中国留学生,应该开始游说澳洲政坛,游说澳洲土著社区。好像是当年那40000华人居留澳洲的运动,当然,很多留学生对于这些人都颇有微词,但是,现在是团结的时候了。虽然我们有人对土著社区颇有微词,但是,每当我们华人争取利益的时候,澳洲的土著社区还是永远站在我们的背后。为什么?中国文化,是土著文化的一部分;中国人,是土著社区的一部分!

最后的寄语:

刚刚说过,2008-2009的,或者是今后几年的留学生将是非常辛苦的,比那些90年代来的会更加辛苦,因为,他们赶上了经济危机。BAXTER老泪纵横,真心地希望他们可以留在澳洲大陆,壮大澳洲社区,壮大华人社区。真心地希望,这些后辈移民不要再走过我们当年走过的坎坷路,可惜,事与愿违,现在的留学生更加坎坷。但是,中国社区会越挫越勇,因为,我们是站在伟大的汉文化上。汉文化是天下无敌的,我一直这么说!

大家需要做的,就是好好读书;我们需要知识,需要了解澳洲的政治,澳洲的法律体系。如果抗议示威,没有水平的示威会奏效吗?没有思想理论支撑的运动会成功吗?对于一个搞过运动的人来说,思想是战胜敌人的武器,没有一定的思维创新,很难打败流氓政府。请不要把政府想的太好,全都是流氓,一群可以随便制定法律的,一群拥有国家暴力机器的,大流氓。

在上次堪培拉的示威中,我们应该吸取运动的技巧。当时,我和一些朋友说,看看那些藏独的示威,确实是经过高手提点和经过长时间的演练的;而中国人的阵营,完全是靠人海战术。所以,在理论上,我们上次的华人大示威是胜利的;在技术上,我们还是有很多需要改进的地方,和自我增值的空间。

还有媒体的合作;如果没有媒体的合作和施压,很难战胜对方的。我们需要建立一个广泛交流的平台。早在1993年前,那时候没有网络,沟通的平台就是报纸,这也是澳洲新报的崛起,澳洲新报就是当时留学生集散消息的平台,是大家通过这个报纸组织抗议,组织游行的。现在,我们有着更多的优势,就是网络。我们大家可以借助网络,一起组织示威,抗议,游行。

Saving Face

In July, debate over Beijing's broken Olympic media promises and footage of foreign reporters being detained dominated press in Australia and much of the Western world.

I had just returned from China around this time and as a journalist I couldn't help question the effect such negative media saturation was having on efforts to improve 'press freedom' in the country.

It seemed the push for greater media freedoms from the West gave little mention of China's motives for their media and the important perspective of China's people.

Omitting this vital voice only serves to slow progress on the issue, as the country's officials have already turned their backs on particular NGO's who they view as biased.

Misunderstanding the fundamental differences between Western and Chinese media functions is what seems to underpin this whole debate.

Traditionally, the premise for Western journalism is to perform the role of a democratic fourth estate by criticising current events or governments.

But within this practice there are small merits granted to positive news factors.

However, Asian Politics Professor Michael Dutton explained to me that Chinese journalism or "critical thinking" focuses more upon positive news values by way of "saving face for China."

This concept revolves around the pervasive notion of saving face but in context, preserving China's national image and promoting ways in which the country is improving apposed to 'failing.'

China's approach to the media was alien to what I had studied as a journalism student in Australia and what we consume as news in the Western world.

During my time in China I worked for a magazine monitored by the country's municipal government where I was first exposed to this idea of "saving face for the nation,"

One of the magazine's cover photographs did not pass media regulating official's approval because of its predominately dark tones and arguably sombre faces.

Initially, my Western point of view processed this as a blatant case of China's harsh censorship.

But considering the holistic reasoning behind China's media and that this photograph did not promote the vision of one harmonious society, my perspective changed

Looking back over China's history warring provinces divided the country but were brought together upon a similar ideal.

This ideal mirrored in China's media, echoed throughout the country during the Olympics with the Games official slogan "One China, One World."

It celebrated what was an historic opportunity for China to prompt positive social change and a newfound sense of nationalism.

However, most Western journalists sidestepped this angle in favour of more sensationalist headlines.

Lin Miaoke the young girl infamous for her mimed performance at the opening ceremony is a prime example.

She was China's attempt to literally "save face" while the eyes of the world were watching and Western media, indisputably judging.

Organiser's decision to use Lin appose to the real vocalist was slammed in Western press as superficial and ruthless.

The Chinese government received further criticism over censorship when it decided to black out negative Western reports of this event.

But should this response from the Chinese government come as any surprise if a seemingly harmless magazine cover can be censored in the name of saving face?

China's history of a carefully constructed media has led to a great sense of patriotism that is wounded by Western criticisms.

My mother has taught in the country for many years and explains her student's reaction to negative Western media is equivalent to the offense we would take if a stranger insulted our parents.

Her students see China as their Mother and Father; they are eternally loyal to their country for being given life, food, education and being elevated from the third world.

And even when they question whether what they are defending is the truth, they remain steadfast.

But my Mother follows with a phrase I've heard so often, "that there comes a time when you need to grow up and be independent from your parents and think for yourself but in the context of China this is especially difficult."

Their education systems version of history has given them the answers but not taught them to question the answers.

But human nature pervades this education and within the country there is a genuine curiosity among the younger generation.

Last week reporting freedoms for foreign journalists outlined in the Olympic period expired.

Whether China replaces them as they have said will test their commitment to an open media and determine whether debate over Press Freedom in China will reignite.

Slugs!

Title: The Unlikely Voyage of Jack de Crow

I went to sleep that night on the grass of a secluded bank by the canal and watched a spider perfectly silhouetted shuttling to and fro between the mast-top and hoisted gaff. She was spinning an invisible web against the deepening blue sky, entrapping only the faint stars, diamonds in new constellations. Seeding grass stems nodded above my head, likewise silhouetted, as delicate and finely drawn as a Chinese print. They stirred and bended in the faintest of river breezes. In an ash tree nearby, there was a sudden rush and trill of song and with a jolt I realised that it was a nightingale. I had never heard one before, but my mind had been full of the very thought of them for years - not only the famed Keats but all the other niches in myth and literature that this beloved bird has held. For a few minutes I listened in rapture, carried away by the perfect poetry of the moment.

I must be honest, though. I doubt very much whether Mr Keats and company ever actually heard a specimen of the bird in full song, because if they had they would have searched around for some more suitable subject for their rapturous verses. True, the song starts off promisingly enough with a few very sweet, piercingly loud whistling notes, so loud in fact that it sounds as though the bird has been miked up. But having got one's attention, so to speak, it then burbles into a hotchpotch of shrieks and shrilling, mixed with hisses, rusty creaks and catlike yowls, for all the world as though engaged in some life-and-death struggle with a tomcat and a couple of angry kettles. It is certainly not the lyrical outpouring, a 'singing of Summer in full-throated ease,' that Keats would have you believe - more like the Emperor's clockwork nightingale in the last stages of mechanical seizure.

And while we are in a mood for honesty, let us dispel once and for all any fanciful notions on the subject of dew. It is all very well bedecking with fairy jewels the morning cobwebs, glistening on cowslip leaves or lying in a pearly blanket over the back lawn, but no one ever seems to mention its chief quality, which is that it is simply damp. It is especially damp when you turn over at four in the morning and find that the other half of the pillow is sodden and clammy against your ear, that the foot of your sleeping bag is squelching with condensation, and that the wretched nightingale is still hacking and wheezing away above you at full volume like an elderly squeeze box falling into a cement mixer.

Note, too, that dew comes accompanied by slugs. There was hardly a morning that I did not arise to find myself heavily encrusted with glistening black slugs sitting stickily on my lower belly or insinuating themselves gently into my left ear. On one occasion I woke and was puzzled to find that despite all my attempts to open my eyes and greet the dawn they appeared to be gummed shut. A groping hand soon discovered the cause: a fat slug lying across each eyelid. Worse still were the snails which would crack with a soft and dreadful splitting noise if I inadvertently rolled onto them in my sleep. The joys of outdoor sleeping, the stars, the night breezes, the smells of grass and water and cool air, were somewhat offset by these natural details that rarely make it into the odes and sonnets of the Romantic Movement.

My morning routine falls into a steady pattern during this period of fine nights and hot days. I roll my mattress and sleeping bag - they are damp now but will be dried later in the midday sun - I climb out of pyjamas and I slip into a comfortable old pair of bather shorts. I don't bother with a shirt or vest, as already by seven o'clock it is warming up and I tend to row bare-chested to show off my new tanned, demigod-like torso. I also make a point of shaving daily, sitting on an old stump by the canal. And then, to wake me up properly, a baler of river water over head and shoulders (bronzed, demigod-like shoulders, did I mention?), a last quick stow of odds and ends and I'm off, gardening gloves on hands, stroking steadily through a light polleny mist rising off the canal as the sun strengthens. All that is left to show that someone has spent the night is a flattened patch of grass on the bank where even now the crushed stems are slowly stretching and unbending and breathing again, and half-a-dozen bewildered slugs are heading slowly back to bed.

Packer scores in test of English

EVERY time computer engineer Faisal Shaikh failed his English test -- as he did four times -- James Packer was a little richer.

Mr Packer is the non-executive chairman of a company that profits each time someone sits the sole English language proficiency test for visa applicants accepted by the Department of Immigration and Citizenship.

The International English Language Testing System is the most widely used English language proficiency test in the world. But migration agents say Immigration guidelines mean most people fail it at least once, forcing them to sit for it again, for another $280.

"The problem is that you generally have to get a score of at least six out of nine in each of four bands -- reading, writing, speaking and listening," said migration agent Mark Glazbrook.

While universities permit test candidates to average out their results, as long as they reach a minimum score of six, the department refuses to allow visa applicants do so. "This is nice for IELTS as it means that more people are required to re-sit the test," Mr Glazbrook said.

More than 100,000 visa applicants a year sit for the IELTS test, he said. Reportedly worth $250million a year globally, the test is owned by IELTS Australia, the British Council and Cambridge University. IELTS Australia is owned by IDP Education, a company jointly owned by 38 Australian universities and Seek, the online employment outfit in which Mr Packer has an interest.

IELTS did not set a pass or fail mark, a spokesman said. "Each organisation using the IELTS test sets the level to meet their individual requirements."

Alex Barthel, director of the academic language and learning unit at the University of Technology Sydney, said: "The IELTS test gives a fairly accurate measurement at a particular point in time ... and , as far as I know, does this relatively more accurately and consistently than other major language tests which rely more on multiple choice answers."

That was not the experience of Mohammed Qasam, 30, who did a degree in banking and finance in Jordan, his homeland, using English-language text books. A masters student in accounting at UTS, Mr Qasam lectures in the subject at the Macquarie Institute.

But when he sat the IELTS test, his scores in reading and writing fluctuated each time he did it. "There's not enough time to read," he said in fluent English.

Sydney migration agent Jonathan Granger agreed that the test was proving difficult. "Ninety per cent of all the clients I've lodged a visa application for haven't got the required score -- and this includes postgraduates," he said.
